At the part where you're freezing the little jumping guys to ring the bells in the tower, when you get to the upper level in the tower and have another power-up, you need to freeze the little guys outside, to get up on the ledge.
On the upper ledge, around the corner, there's a rocket. Ignite it and you're good to go!

Use the power ups and rockets.

Use powerups mainly. Also there's rockets
