In Sim City 2000, "Industry needs connections" means that a section of an industrial zone, either light industrial or heavy industrial (shown by light yellow and dark yellow)requires a connection to one of the four "cities" that are understood to be one of the four edges of your Sim City map.
A "connection" could be a road, railroad with a rail station, a highway that lead to one of the neighboring cities that are understood to be at the edge of the electronic "board." Building a road, railroad, or highway on the edge of the city costs your municipal budget an added charge, usually quite large. A simple road is the least expensive to satisfy industry, both heavy and light. The road system must be within three squares of an industrial building.
Ignoring "Industry needs connections" will cause industry to appear to decay and become abandoned. You can discover this happening by noticing the lowering values of industrial property. Fixing this will slowly boost industrial land values that you can measure.
