How do you beat the monster at water tower?

This may be a bit late but here goes...

Make Bartz a Knight and equip him with the best stuff you have. Teach Reina and Faris White Mage to Level 3 and Black Mage to Level 3. Try to get Bartz to a Level 3 Knight I think it is to learn "2Hand". Make Galuf a Monk.

So your team should be:

Bartz: Knight / 2Hand
Reina: White Mage / Black Magic
Galuf: Monk / Store
Faris: Black Mage / White Magic

I beat him easily with this formation. It's pretty pointless having a Thief - you can only steal one Tonic off Garula.
