You get them from various weapons.

I think the first one starts in The Black Mage Village.

You can get Firaga, Blizzaga and Thundaga from Vivis Octagon Rob which you can get from Esto Gaza on disk 3 for 4,500 gil. Hope this helps!

After Kuja kidnaps Eiko, and you go to Esto Gaza, if you go to the right before heading up the stairs to the telescope, you can buy the Octogon Rod for Vivi.

This will let you learn the abilities Firaga, Blizaga, and Thundaga.

if we don t buy it at Esto Gaza ? at disc 4 i cannot get in :(
