There is not a weapon that allows Vivi to learn Flare you must use the Black Robe, I don't actually know where to find it though.

I think you can synsesize the black robe in the secret place where you fite hades.In memoria there is a bit wen you go underwater there is lots of rock to the left.Keep trying to run into it as you run up and you will get in.

Its called the black robe I found it in a place called dugerrio sorry about the spelling anyway thiers a synsesize shop their, but it might only on disk4 because you can also get white robe.
