Go to fusion shop (anyone) and mix 'mutant digivolve' and this card that has small fresh digimon on it(dunno it's name sorry!!) , and you'll get download digivolve! If it doesnt work , then mix any digivolve cards
You can try that (I never tried it) or simply, you can battle Rosemon and win 11 times in a row, so you mustn't lose (It's really usseful that card lol).

Damn rosemon! Where is rosemon arc? I have not a download digivolve card and I don't see a rosemon! Where is rosemon? I have a see all cities but not see rosemon!
