Help with Kyoin causeway

Okay, so I made it off the sandflyer, into Kyoin. I swear I must be missing something. I walked through the town, and spoke to the soldier in front of the causeway door, where he explains what it is. So, first floor, you walk in, go through the doorway, that leads you up stairs, to the lift looking elevator. I, however, can't seem to get on it. I've looked at YouTube videos, and they look I should be able to just hop on. I've been at it an hour, and I'm about ready to through my controller at the wall. Did I miss something important, that it won't let me continue without doing? Someone I'm supposed to speak to, and missed? Help!
