Have a file from chocobo racing on the same memory card as legend of mana.



After you finish the quest catchin lilipeas highlight the file from chocobo racing on the save screen then exit the save screen.



Go to the world map and you will see skippy at polpota harbor talk to him to get the fastest wheel.
