Press R2, L1, Square, Triangle, R1, L2, L1, R2 at the Main menu and if you have entered the code in correctly you will hear a sound as confirmation.

If you want to get new(Cars and Tracks)go to Exibition Race switch it to(Enter Cup)and go to Race,win each champin chip ether Gold or Silver but race through all six tracks and you will get new cars and tracks.
