To get a Killer Penguin you have to have the Extinct Animals pack. You get a research center and go find a full fossil of an extinct animal and build it. The you click the create button (it looks like a glass dome with DNA in it) and fail at making the animal until you get an egg. Thats a Killrt Penguin egg. It may take a while.
