In zoo tycoon, the suitibility rating of my jaguar exhibit is 89 and there are no zookeeper recomendations. There is one female and one male jaguar in the exhibit. Basically they have everything they need,(food, sheleter, foliage, room, etc), don't have dung anywhere, and are not overcrowded. BUT THE JAGUARS ARE STILL MISERABLE (meaning 0 happiness)! The only bad note is that they have 50 hunger, but they have full meat in the exhibit that is in a obtainable location. What's wrong here? How do I make them happy?

Well if you are really good at this game, maybe they fell to overcrowded, meaning that the guests are scaring them. You could have a different animal in there and you just don't know it.
You have to have solid walls mainly and only a small section where visitors can watch.
I have also found that no matter what I can not get a jaguar happiness up. For the big cats scenario your AVERAGE animal happiness must be 90. As long as your animals individual exhibit suitability is over 85 you can pass the scenario.
Here's what you do.
Using the visual happy or sad faces, paint your terrain. Jaguars like rainforest, fresh water, and some dirt.
Next add a shelter, I use the rock cave.
Now add rocks. Jaguar like lots of them. Keep adding them until they give you a sad face.
Add your foliage. Jaguars like the Kapok tree but any foliage from the South American Rainforest will do. Add as much foliage as you need to until they give you sad faces.
Finally! If your jaguars complain about feeling crowded, which mine usually do. Use the concrete exhibit fence all the way around their own, putting only a few plexiglass exhibit fences for guests to see through. It will also help if you put your walkways one block away from your fences.
So that's it. Constantly monitor your animals needs and make sure your happy animals vastly outnumber your unhappy animals. Good luck!
