When a child in yellow appears and when you have done the idol, lagoon and temple and you should also fully upgrade your fertility
You just need to have of villagers that have started young scientists and they will soon be very good at it and be masters and I usually have like 6 master scientists working and level 2 science. I get lists of tech points that way. Good Luck!!!
