You have to make an earthquake on their run down village.
It actually takes several earthquakes. They will start thinking like the blue masks do after talking to them, when the lights go off do it again.

I have used 3 earthquaked to get one orange convert. These weak earthquakes must be 2.0 on the rickter scale

I think it’s a god power. It’s probably super expensive though.

Yes it usually takes 6 - 7 times for all of them to convert. You have to use the FINAL God power to be able to convert red and orange heathens though.
