Use cheat engine 5.5 or any one on it
First:choose virtual city from process
Seconed:choose 4 byets value type.
Third:choose exact value.
Fourth:write the value of anything you want to increase such as money,population,environment,hapiness
Fifth:click first scan
Sixth:may no. Will appear go to the game again and decease or increase money.
Seventh:click next scan
Finally:a no. Will appear click on it double then change it's value to watever you want!
Then:increase or decrease you're money and change will take effect!
