You have to have an appropriate cage in the house. Click on the cage and there should be an option to put your pet inside.

You need to have the cage that was specially desighned for that pet.

Get the right cage. Then just make your sim(with the small animal) put the animal in the cage. Duh

Have the right kind of home for the animal(for ex-Fish:Bowl,Bird:Cage) and just put it inside.
