I have done this cheat where it says to build a picket fence around your propety and do the move_objects on cheat and when you see cats or dogs on the street pick them up and put them in your house and stuff and you will have more chances of getting kittens and puppies I also have my own pets. I have been waiting for ages and I haven't got a message poping up saying do you want a kitten or something PLEASE HELP ME!!!!!!!!!!!!!!!!!1

Make your sims tell the pets to try for puppy/kitten. It may not work a couple of times. Be sure to have a doghouse.
