You can not go down town on the sims unleashed but if you mean just to like shops and stuff get a telephone and call a cab to pick you up.

Then a trolly will come and take you to the neighborhood screen. It will have arrows above the places you can go. Click on one and you will go there.

When you go there you can buy things like pet collars, pets, toys for pets, food, and harvested vegies. Thats it!!!
