The only way to do this is using a cheat. You have to create the Sims you want to add separately and then make them acquaintances with the family you want to add them to. Then you pres Ctrl Shift c and a bar will appear at the top. Type "addneighbortofamilycheat on" and then when you click on the Sim you want to add, a new option will appear that will allow you to add them to the family. If you want to deactivate this cheat, type the same thing with off instead of on.
