You unlock it in story mode then you go into story rewards when you are in Wanmami Island

You get a Shell phone by working through story mode first. If you reach the hot springs portion the chief will give you a Shell phone.

Do the storyline up to the hot springs and the chief will give it to you so you can invite a villager to be your date, then in story mode you will have it from that point onwards, in freeplay you will find it in story rewards you will still have to play story mode until hot springs though
