Can I get a female witch and a male vampire to have a baby? How?

If you create a new family, you can manually select and design them. You can make one vampire and the other a witch, and when you finish, before you buy your house, you get the option to select how they are related. If you drag one of their pictures over the other one, the box pops up with multiple options, one of which is "Spouse". This is the one you want to select. Make sure one of them has the trait "family oriented", with this option you can automatically "Try for baby" with a spouse. It is not a 100% pregnancy, but if you keep trying you'll eventually get a child for them.
