Hey, does anyone know how to build a greek house and/or create a fraternity??

Any house can be a greek house. Just move one or more sims into any house while at college. Then one of your sims can use the phone to request a charter. Your sim can invite sims as pledges if the sim good enough relationship with them. After 14 sim hours (time frame from University Official guide) spent on the greek house lot the pledge becomes a member.
