You got it if you pre-ordered the game and got the parteus maximus statue. The only way you can get it now is if you download custom content or find one via thesims3 store.

you get the cheat box up in the make a student and write this exactly BoolProp TestingCheatsEnabled true and then press shift and N in the family name and then loads of stuff will come up like weird hats and clothes and you must be in create a student and there should be a toga , or whatever its called
