How do I see the snow on the ground?

I have been able to make snowangels and snowmen, penguins pop up sometimes, when my sims walk outside large snow piles form and disappear. The snow is visible while it falls; I can see it accumulate on my roof, trees, railings, and other such objects; my sims change into their winter "outdoor" clothes when they go outside; yet the ground is still green grass! I have a brand new graphics card and I know that it meets the game's requirements, so that's not the problem. Also, I have selected the "Snow on Ground" option from the control panel but every time I put it to "ON" and select "Apply Changes" it reverts back to "OFF".

How do I see the snow?! This has been bugging me for a while.....

Well, it seems as if your in a tight pickle.
There are many types of snow in the sims 2.
The snow falling on the ground is thin snow, if you want thick snow, I think you are going to have to wait unless your saying you see snow falling but it's clear green on the bottom?
