Cheat code won't work!

When I press Ctrl+shift+c it only takes pictures! Is there a specific mode to be in to open cheat mode? I have tried it everywhere, but it won't open. Thanks for your help.

You might be pressing the c button to early. Try pressing the control and shift button first, then press the c button.
