The other answer is wrong you can do that but a much easyer way to do it is by:

When your in the neighborhood view press ctrl + shift + c to open the cheat window and type the cheat: boolprop testingcheatsenabled true
This cheat enables you to to much more in the game. To get higher talent badges go into you're family and hold down shift and click on the sim you are controling and click the option spawn... (you may need to click "more..." if you can't see this option)then select badge juicer (again you may need to click "more...")a small toy boat should apper near your sim. Click on the boat (there is no need to hold shift down now)and select "set badge..." then click "cashiering..."(or whatever badge you want) then click either bronze, silver, or gold. And the talent badge should appier in the talent badge section thing in the job bit of your sims info.

If when you hold down shift and click on your sim nothing different happens than usual then exit back to the neighborhood and type this cheat:

BoolProp testingCheatsEnabled true

That is the actual cheat but using no capital letters works too but sometimes it doesn't which is why you should try with capital letters
