How to make sim engage and get married

They must both be adults or elders. An adult can get married to an elder.
I think the two sims that you want to get married have to have a very high relationship, so they can at least woohoo, maybe 100 on both the top and bottom bars in the relationship panel.
Then make one of your sims propose by making it the sim your controlling then clicking on the other sim and selecting: Propose, Engagement
You can get them to get married at a community lot or you can go into buy mode at their house and go into: function mode, Miscellaneous, Party and then you can pick out a wedding arch for them to get married under.

Select one of the people that you want to get married.
While holding down the Shift key click on the letterbox and select: *set pregnancy relations with, (selected sims spouse to be)
