You can have newborns born with clothes, believe it or not. Just follow these (somewhat) easy to follow steps to learn how.
1) open up body shop and go to create and genetics. 1.5)open paint
2) Choose the skin you want, export it (the folder with the arrow coming out) and save it as something easy, like infant_clothes (dont use spaces, it wont work
3)FOLLOW THESE CAREFULLY OR YOU WILL GET LOST!! In paint, go to file-open, at the top it says Look in: go to My Documents, click on the EA Games folder, The Sims 2, projects, infant_clothes (or whatever you named it)
4)there will be a lot of files that open up with this. This can be very confusing. Now just look through them all (i think the file names all look like this bfmbodynormal~body~stdMatBaseTextureName but I'm not sure) until you find the one of the infant. Just design whatever clothes you want on top of it and save and upload to your game.
