No that would be the other way around.. You need to have the Higher skilled workers to diagnose the problems, the more diagnostic rooms you have the better chances are your doctors will come up with the right diagnoses, for example, if the doctor thinks is invisibility(even if it's obvious from your stand point, meaning you can't see them) they have to have the correct diagnoses first, if they aren't actually done correctly and for example they think it is, and ask you if you would like to send them to the right room for the cure but they give you a 50% chance it's the right cure, they may die.. I use to do that all the time when I didn't notice the fact that my diagnostic doctors were stupid, Try hiring the smartest doctors you can, they may be pricey but they actually know what they are doing, you'll probably see a drop off in those questions of should we treat them. Also the people actually happen to die in the hospital too, check on the health of them by watching the face above them, after a while it will turn to a skull the further they are the further they are along to dying, and if you get an emergency, and don't get them in the time alloted, they die too.
