One way is to use the Ring, but you don't need to. I got through it by going through the shortcuts between roads. Then at the last ringwraith, make him back up by throwing rocks behind him. then go across the bridge and away from the road to by the stream. Make the ringwraith go across the bridge by using stones, making sure not to be seen. When he's far enough across, sneak as far down the road as you can without being on the road, then get on the road and you've gotten past him!
