What you do is press shift+ ~ and it should open a window and put helpusobi 1 and then put setforceall1138 and then you can jump high and you can go to the rail.

What you do is you know where that person was who was by a control panel when you came though the window.
Well press the pad go to the ice cold room turn of the power, go to where the bridge part with two men and robots go back to, where you fell into the room.
Jump onto the thing that moved when you pressed the panel.
Keep doing this untill you get to the platfom.
