Go outside the hangar.
In one of the corners you'll find the large fuel pump. Jump on it and search for the control panel and active it.
Now you must equalize the fequentie of the 3 pump, meaning that the symbols, outside of the hanger on the control panel of the pumps must be the same as the symbols on the pumps on the inside of the hangar.
