On campian(rebel) on the tech tree it says use c-3po and r2-d2 to steal technoligy. How do I do it?

Get them in their own fleet with no escorts. They are a stealth fleet, so it's not such a big deal (so long as you don't leave them there too long). Then drag them towards an Imperial controlled world. The option to "steal" should be there next to the planet. So long as you have the cash...you get the tech.
