No it is not possible zelda destryer
It would mack the game to easy for the Marians if it was
They would then have both the nuclear and the ion cannon and I think that would be to unfair
So the answer is no you cannot I am afraid

That is only an added content to the campaigns.

Aculy in the crate a map and in some mods that people make. It is posable that thay have modifide the ion cannon to beable to be used

Ion cannon cannot be built in single player nor multi player, but you can build it in campaign editor. But the sad thing is, you can edit the Ion Cannon to be able to attack, cause the editor for SC1 is not as good as the coming SC2 editor.
