You just need to click the LMB but NOT on the Red Circle (just click anywhere away with the red circle visible). You select the rope by pressing 6.
Lets be more precise. How do you find the red circle? I just took a shot at vasquez, now I'm supposed to use the rope to get down. Problem is theres nowhere to throw it. Is this whole lagging game (man this is bad software!) going to be a continuous quest for the spot to throw the stupid rope?
