I have a couple different ideas. Your question is pretty vague, but I will try my best.

There is a room in the Historical Society, that uses code to get out rather than get in. This is the room if when you enter it your light goes out and when James gets it back on you see Creepers. (the things that look like cockroaches) That code is a matter of guess and check, just look at which numbers have the least amount of dust on them. (aka, the three brightest) Just keep clicking those few buttons and eventually it will open.

That's really the only prison I can think of (Toluca) but if this isn't it try searching your keywords (eg. Silent hill 2 prison door code)
