U need download content that gives you the nuclear war mode and you can then get nuclear artilary.
Its available for pc and consoles there is a DLC that I think is for free it is called "The Manhattan project" This DLC comes with 3 new maps, 2 new game modes (The one with the nuke is nuclear mode) To get the nuke start a Online game or battle go to game mode switch it to nuclear mode start the game pay 120$ for a atomic center then build the unit (There is only one unit that comes with that building) it takes around 30 seconds to build it shoots nukes at the enemy (Make sure that you shoot away from your friendly's because they can die from the blast)
