Well it depends if Jagex will allow past holiday items back. When Halloween comes again maybe you can get it...but right now.....no.

No you cannot get any holiday event items if you was not there to claim them.
You can buy past holiday drop items excluding Scythe and Rabbit Ears.
And I think jagex has said somewhere there will be no re-release of the past holiday event items/drops
Each holiday brings a new item.
