No, I can't give them to you for free sorry. I don't think anyone could as they removed unfair trading. You have to buy them like everyone else. If you are a member you could try Runecrafting them but the level required to is around 40-45.
I suggest going and killing something that is known to drop moderate amounts of chaos runes, such as lesser demons.
Ifyou just need them to train your mage, you could go to Fist of Guthix and use the free runes supplied there.

You cannot receive alot of chaos runes for free, aside not alot give them out as they are used semi often. Some places to get the runes are Bettys Mage Shop in port sarim. Another way is if you're a member with 35 rune crafting you can make them, course you will need pure essence. One spot to get them for free is out in the wilderness (wild) at the black knights fortress at lvl 17 wild, there is 1 chaos rune spawn point, it might take a while but you can collect quite a few along with some other runes, course just make sure to look out for reveants and have a teleport out will help you alot.

There are many different ways in which you will be able to obtain chaos runes. However the best way to get them you will have to provide Runescape currency in order to get them. If you were a member then you would be able to make them by mining pure essence or purchasing it off of other players and then with the appropriate mining runecrafting level you would be able to craft them yourself by going to the chaos temple. However if you are not a member or lack the ability to craft chaos runes yourself the best way is to purchase them off of other people. You can do this through the Grand Exchange which is located in Varrock. You can also buy from people by saying you are buying chaos runes in selling worlds.
Last if those options are unavailable to you then you can buy them from rune shops. Rune shops can be found in Varrock, and Port Sarim from Free to play players.

Get some chaos runes in the bandit camp in sahantay pass or in the black knights fortress. Dont ask for free chaos runes, it's mooching if you know the person, and it's begging if you do not know the person. I can understand that you want them free if you are a noob. But doing it as a high player (over 50) then it's just wrong. Add me I'm isom97 and I will help you get free chaos, law, blood, fire, water, earth, air, and dust runes easily!

You can runecraft them but you need to be a member. You can also fight and kill lesser demons for moderate amounts of chaos runes.
