You can buy them from the general store, sword shop, or armor shop. Sometimes they will be out of stock.
You can buy them from other people, buy them from an armor, weapon, or general store, or kill people in the wilderness and hope they drop some.
You can also just buy the amour set in the grand exchange, and then buy a sword in the grand exchange too, and your good to go.
