How do you get Legionary Eagle troops in campaign playing as the Romans? ...as I can't recuit them1

take over Rome you can only get them in Rome like how Spartan hoplites are only in Sparta and Syracuse

You can recruit any type of unit of your faction from any city that belongs to you, once you have built the prerequisite building for it.

I got the eagle playing as the julii it takes a while because all my settlements in italy are huge cities
The senate gives you quests to do and when you in good relations with the senate on one of the tasks the reward said will grant you a exotic unit and when I done the task I went to my capital and there was legionary first cohort 122 soldiers in the unit and the eagle sign in the corner of the unit card

All wrong *well some of you are correct in some extent* you can only get them in Rome on most MODS however in Rome Total War (Vanilla) you can get them once you hit the Roman Reforms (which is your capital city reaching huge city level. i highly recommend playing as the scipii, as their legionaries can be equipped with gold tier armour and weapons with a experience bonus which makes them very dangerous and hard to kill, legit too! :D
