Go to Rides, then Swimming Pools (separate category from Water rides, Thrill rides, etc.), and it should open a construction window (lower-left of screen). You can look through that for all the options available to you when constructing a pool.
Make sure the Pools subcategory is selected. There should be options for edging and, in the row below those, an option for Place Pool Piece and another for Place Tiles.
The Pool Piece is the actual pool part. You can click and drag to create an area which will fill in as a pool.
The Tiles option is for walkable areas where your park guests can walk and move around to different areas of your pool complex.
When you have that all set up, back in the subcategories for pools is the option for Changing Rooms (has a queue exit icon). Click that, select your changing room style, and place it on the edge of the pool complex like you would with a normal ride entrance/exit. Make a normal path up to it (does not need a queue line). The peeps will enter and exit through the changing room. You can set an admission price at the changing room if you want to charge for access to the pool.
There are plenty of other options there available for you, such as adding lounge chairs, spas, pool lighting, diving boards, and wave machines. Once you get a basic pool set up, mess around with them and get used to how they work.
After you get that all handled, check the options for rides that can tie into the pool area, such as Body Slide and Inflatable Ship.
**Some of the things I discussed may be part of an expansion pack (Soaked or Wild) for RCT3.
