To build anything in a specific town - you ship the raw resources to that town.
For a bakery ship grain, after a while a small bakery can be built.
With Points and usage you can upgrade 4 times
Ship cigars and the town (using COLD storage Freight Car)
And that town will build a plant, then you use a LUXURY Freight Car to ship to another town.
