If you are at 25 % I stucked there too. I ride all around the map and I don't know what to do. Help us.. I think he is around 25% too ..

When you're playing press ,,T" and you will see stars....you need to have
6 glowing start to open coal harbor west..you can set stars glowing
By putting better parts on you're car...
Examlpe:you want to change bumper...in the right sight you got Visual Rating.. Bigger number is better..
I got 6 stars and after that , Rachel call me and send me on special event (I had to take a pic of a my car) after that I got 2 you.are.L. Races , and I won and open the Coal Harbor West!!!!!

Ok here is the real eay to do it. U have to do all the outrun races you can see on the map when you press left on d-pad. Yow will get some parts and a url race then you unlock new stuff

Where is it exactly?? What car lot is it in? In the city core or the beacon hills?
