A charged creeper only appears when lightning strikes 3-4 blocks of a creeper. This is very rare.

There is no way to attract lightning.

I would suggest making a holding area for creepers. Make sure there is a roof to prevent the creepers from despawning at noon (not sure if this will work). When a thunderstorm starts, remove the roof and hope for lucky hit.

To make a charged creeper you need to either have a mod or use multiplayer cheats to make lightning hit the creeper. And no, you can't control lightning without mods or hacks.

To get a charged creeper follow these steps:
1. Download MCEdit
2. Spawn a creeper in your world
3. If you are in 1.4 or later, save and quit to title. If you are in 1.3 or earlier, completely close out minecraft.
4. Load up MCEdit
5. Select the world in which you spawned a creeper. It will show up as just a plain ol' mob.
6. Select the creeper by left clicking on it.
7. Select "Filter" from the hotbar
8. Select Whatever is or sounds like "Change Mob Properties"
9. Click "lightning creeper" until it says "yes" or "true" or something like that.
10. Close MCEdit and go back to that world
11. There you have a charged creeper!
