I had to the same problem and then some guy on a forum showed me this, apparently this isn't the proper way to do it but here goes...
You probably have a shortcut to start the game but if not make one... Right click on it and say create shortcut..
Ok, now right click on the shortcut and click on properties... There should be a little tezt boz with this written in it:
"C:Program FilesMetal Gear SolidMGSI.exe"
Just add the -cheatenable after it...
It should now look like:
"C:Program FilesMetal Gear SolidMGSI.exe" -cheatenable
AND VOILA cheats are enabled... avoid pressing F5 as the cheat doesnt really do anything..
The good cheats are just press the backspace button and one of the number keys at the same time... This provides weapons...

Create shorcut in desktop, then push right buton then add -enablecheat to target
