I am on this mission as well but I have allready killed the man. as you are looking from the balcony at the top of the tower look at the island and there is a bulding on the left of the bulding there is a stage on the stage there are about 5 people the man that you half to assisanate is the one at the podium ( I think he is wering a gray suit all the others are in black )
HINT: hit him in the chest and make sure his arms are not in the way

After you have assenated the man follow the stares all the way down, WAY DOWN knock of all the dogs and go to the left there is a door that is locked with a pad lock shoot the lock (with your least powerful gun because you will need your most powerful guns for later make sure that you don't get rid of your sniper because you can use it like a shotgun it is a veary powerful gun) go through the door and there are 2 cars to your right so run to your left jumping and everything to dodge the bullets and steel the fitst car that you come to and lose the tail (I recomend you take the big strip straight down central island and DONT WRECK take a left and go over the draw-bridge and north to saleries ( sory about the spelling) even if there on your tail just go in the back and make a run for the dore.
or if you want you can kill all the guys folling you and drive calmly to saleries ( again sory for the spelling
