You have to switch the second track and remove the wedge from the train so that it can move.

HINT: to get rid of the snipers there is a train that is full of gas if you shoot it ( I don't know how many times you shoot it because, I was taking cover behind it and the people were shooting at me and it blew up and I only had 2% health left ) but it gets rid of the snipers.
