The best way is to keep movind without stopping until the big stairs. Hide behind them until the police come out and stand there. You will see them but they won't see you. Take out a gun and shoot at their heads. Then be careful. Don't get down from the stairs. Kepp shooting and if someone comes in front of you, shoot them quickly. Use a pistol, not the shotgun. Then get down and there will be a police hiding below the stairs. Shoot him and carefully shoot the man with the springfield from below. Then give to 2 policemen above headshots. Keep moving or they will shoot you. Then climb up and level passed.
