I am having the same problem, being unable to bring up the console using the 'tilde' key. I have gone into the options menu and allocated the 'tilde' key on 'developer console', then applied it but when I press it ingame, the console does not appear.....what's occurin?

You have to click on the advanced button when in the options menu and tick the box for the console to appear
