Can't Bring Up Console

I want to use cheat codes ("god" etc.). I read that pressing the tilda key during game play will bring up the developers console and allow me to enter cheat codes. Nothing happens when I press the tilda key. This must be a simple problem. What am I doing wrong? Thanks.
